To continuously improve the RG promotions in Macao and to enable the gaming industry in Macao to continuously develop in a healthy and sustainable fashion, the Macao SAR Government, after listening to the views of the public, amended Law No.10/2012 – ‘Regulating the Conditions of Entering, Working and Gaming at Casinos’ – in 2018. The new amendments came into effect on 27 December 2019, under which casino workers are banned from entering casinos during their non-working hours (when they are off duty). The ban applies to casino workers who operate betting tables and betting machines, cashiers, public relations workers, food and beverage workers, cleaners, those who work in the field of security and surveillance, as well as staff employed by junket operators.

Responsible Gambling Promotion 2019

1. The ‘Responsible Gambling Promotions 2019’ Press Conference was held on the fourth floor at Macau Tower Convention and Entertainment Centre. People from different sectors were invited to attend the press conference. Participants included representatives from the organisers, co-organisers, supporters, academic institutions, gaming operators, gambling disorder prevention and treatment centres, and other relevant social service organisations.

2. To enrich gaming employee’s family life, facilitate the interaction among family members and help them build a good parent-child relationship, an event named ‘Fun and Healthy Family Day for Gaming Employees & NGO Open Day’ was organised under the collaboration of five gambling disorder prevention and treatment centres, namely Macao Gaming Industry Employees Home, Young Men’s Christian Association (YMCA) of Macau, Bosco Youth Service Network, Macau Youth Volunteer Association and Sheng Kung Hui Macau Social Services Coordination Office. The event encompassed 19 thematic activities, covering the aspects of healthy family life, parent-child interaction, money management for kids and social services, attracting the participation of 2,399 people.

3. A Momeplay interactive game named ‘Responsible Gambling Star’ was launched on WeChat. The game featured questions on eight myths about responsible gambling (RG) and required players to answer the questions. Through the game, players were able to have a better understanding of RG. Moreover, they could redeem prizes and enter a lucky draw. The game was well received and was played 55,181 times.

5. The Gaming Inspection and Coordination Bureau (DICJ) held explanatory sessions to help casino workers understand the new regulations on casino entry.

6. To ensure smooth implementation of the new regulations and the comprehensive understanding of the regulations and the enforcement by casino workers, DICJ held explanatory sessions for the six gaming operators from September 2019, which were attended by employees of both the gaming operators and the junket operators. Following the explanatory sessions, DICJ also posted the common questions on its official website, so that casino workers could know if the law was applicable to them and could access any information they needed.
