Responsible Gambling Promotion 2018
1. A ‘Responsible Gambling Station’ was set up in the casino in MGM Cotai and The Venetian Macao respectively and came into operation.
2. Considering the fever of the FIFA World Cup 2018 and to prevent the impact of football betting on society, the Social Welfare Bureau, the Education and Youth Affairs Bureau and civil social service organisations jointly held a campaign named ‘Enjoy football games without betting’. Targeted at local residents, particularly young people, the campaign consisted of a series of diverse activities that were presented in different formats, so as to deliver the positive message of ‘Healthy Sports’ to the community and different groups of people, as well as to reduce the problems caused by gambling.
3. An amendment bill was approved. On the basis of existing restrictions on entering casinos, the amendments introduced a ban on casino workers entering casinos during their non-working hours. The ban applies to workers who operate betting tables and betting machines, cashiers, public relations workers, food and beverage workers, cleaners, those who work in the field of security and surveillance, as well as staff employed by junket operators. Workers will only be allowed to stay inside casinos during their working hours, on the first three days of the Lunar New Year, and in circumstances with legitimate grounds provided in the law. In addition, individuals prohibited from entering casinos by a final judicial decision or administrative decision will be banned from entering casinos. The court must notify the Gaming Inspection and Coordination Bureau of its declaration of interdiction or quasi-interdiction, and its final judicial decision of prohibiting an individual from entering casinos.
4. ‘Responsible Gambling Symposium 2018’ was held, where 17 experts and scholars from the UK, Canada, Japan, Korea, Singapore, and China’s Beijing, Hong Kong and Macao were invited to give speeches and share the RG policies and their experience of carrying out RG in Asia Pacific region. The speeches covered a review of the RG policies and outlook for RG work in Macao, the new trend of gambling activities, state of the art in RG practices, etc.
